UK Packaging EPR Reform Guide

In November 2022 DEFRA (UK Government Department for Environment, Food and Rural Affairs) published initial Draft Legislation for a new Packaging EPR regime in the United Kingdom, where producers are to take full responsibility for the costs of packaging waste. This legislation (The Packaging Waste (Data Reporting) Regulation 2023) was published in 2023 and came into force on 28th February 2023.

Highlights from the new guide:

  • Enrolment on the Governments Report Packaging Data (RPD) portal is now open for large producers (as of 16th August 2023). Small producers must enrol via the portal from January 2024. 

  • New producer thresholds classifying producers as large or small with the first reporting deadline for large producers 1st October 2023. Those that are classed as small producers have a reporting deadline of 1st April 2024.

  • New packaging fees commence in October 2025, these fees are in addition to PRNs and PERNs.

  • New labelling requirements with most packaging needing the new labels by 31st March 2026.
