Ontario – Extension to OES wind up date

The Ontario Electronic Stewardship (OES) Program was due to wind up on 30 June 2020, following direction from the Minister of the Environment and Climate Change. However, on 2 July 2019, the Ministry of Environment, Parks and Recreation issued an amendment to the wind up date. The OES Program will now end on 31 December 2020.
What will this mean for you?
The OES Program will be replaced by an individual producer responsibility (IPR) system. Producers will be able to individually collect and recycle products and packaging, or contract with producer responsibility organisations (PROs) to meet their requirements.
The proposed regulations would require:
- producers to establish free collection networks for consumers
- producers to achieve resource recovery targets
- producers to provide promotion and education materials to increase consumer awareness
- producers and service providers to register, report and keep records and meet other requirements
Since 1 February 2019, the Steward Environmental Handling Fee (EHF) has been set to $0. However, producers are still required to report volumes of units placed on the market in Ontario.
